Charging tolls on the information superhighway would dampen innovation and hamstring the United States" competitiveness in the world market, warned Vinton Cerf, a father of the Internet and a top Google executive, on Tuesday. Mr. Cerf, the search giant"s chief Internet evangelist, cautioned U.S. senators against allowing network owners like AT&T, Verizon, and Bell South to charge more money for swifter service on the Internet.
